A Simple Refresher

Maynard’s Annual Town Meeting (ATM) serves as its primary legislative body, as for most Massachusetts municipalities, allowing residents to directly vote on the town budget, local bylaws, policies, etc. Held annually in the spring, it acts as a direct democracy where voters set spending and determine local regulations for the next fiscal year starting July 1. 

This spring, there are 32 articles, or separate proposals, for town residents to vote up or down. To learn about article rules, ballot types, terminology and glossary used in the meeting go to pages 2 through 4 of the Town Meeting Warrant booklet (see below). Also be sure to check out our guide to the warrant articles.

The moderator of the meeting calls for motions for article consideration by number order as well as a recommendation from the FinCom. The proposal is then read aloud by a sponsor, opened for discussion and then voted on by all residents at the meeting. (Read our Town Meeting Primer in last month’s Maynard Voice)

Fiscal Year 2027 Budget Overview

The proposed General Fund budget totals $55,819,534, representing a 2.14% increase from FY26 and annual revenue increase of $840,532 or 1.53% over FY26.

Revenue Sources and Projections

Revenue is based on prior year levy limits, Prop 2.5% increase, updated new growth/override, state local aid and town local receipts and estimated new growth of $350,000.

The town captures other means to offset costs. Grants are and will be aggressively pursued to help offset operating and capital demands on revenue. Credits from the town’s solar arrays are applied to energy costs. Procured energy supply contracts offer stable rates for town facilities. “Free Cash” from unspent FY25 collected funds are recommended to be appropriated to support capital plans. 

Major Expense Categories and Changes

  • Total expenses are planned at $55,819,534, with percentage increases in employee benefits (8.9%) and public safety (3.98%).
  • The School Department’s budget increases by 3.34%, while Assabet Valley Regional Technical High School’s assessment decreases by 20.38%.
