The following Charge was approved by the Maynard Select Board on November 18, 2025.
Charge from Select Board: “To advise the Select Board on scheduling, financial estimates, design, and supervision of construction (including reconstruction, alteration or enlargement) of municipal building projects, and to develop and annually submit, via the Capital Planning Committee, an updated long-range building maintenance capital spending plan for all municipal buildings.”
Membership with partially staggered terms as follows:
- 5 at-large members.
- 2-members with initially 2-year terms, and 3 year terms for those positions thereafter;
- 3 members with full 3 year terms.
Residents interested in serving may submit an application through the town’s committee application page.
This committee reports to the Select Board, both directly and via an annual report to the town’s Capital Planning Committee. It is intended to advise the town on plans to address conditions of municipal buildings and facilities. Facilities include town administration, schools, public safety, public works, infrastructure assets, library, golf course and senior center.
Advice includes project prioritization that may be based on an analysis of various factors contributing to building construction, replacement, reconstruction and repairs.
Factors may include:
- Construction and long term maintenance costs
- Benefits to the town’s operation
- Debt schedule balancing
- Public health and safety
- Education
- Economic growth
- Aesthetics / historic preservation
- Cultural and recreational opportunities
- Environmental sustainability

Establish Project Priority
In this step, the … committee ranks capital proposals as objectively as possible. This is perhaps the committee’s most difficult task, although the select board’s adoption of capital improvement and debt policies can provide helpful guidance. In addition to formal policies, use of a rating sheet can facilitate objectivity. Committee members should review project proposals using consistent criteria and evaluating each in relation to the others to determine their relative importance. This will enable the committee to prioritize projects based on objective analysis in context with community goals.”

Barring further guidance from the Select Board, this committee has broad discretion as to how their advice is developed and produced, although it is suggested that the committee seeks input from town and school staff, industry experts and experienced sources, other town officials such as the Finance Committee and the Capital Planning Committee.
